鐵路通信電纜采用九十年代的皮-泡-皮三層絕緣結構，其中與導體相鄰的為厚度0.01mm的內層實心皮，該層用來增強導體和絕緣層之間的粘結強度，增強導體表面縱向防潮性；中間層為物理發泡層，該發泡層泡孔均勻、細密、互不相同；外層為厚度0.05mm實心層，用來增強絕緣層的機械強度和防潮性能。
